Responsibilities

The City Attorney’s Office provides legal advice to the City Council, the Planning and Zoning Commission, other City boards and commissions, City Manager, and other City officials and staff on all legal matters affecting City government, drafts ordinances, contracts, and other legal documents, and represents the City in litigation and administrative hearing matters.

About

City Attorney, Barbara L. Quirk has over 25 years of experience providing legal representation to Texas cities.  Ms. Quirk earned her BBA from Southern Methodist University in Dallas and received her Juris Doctor degree from St. Mary’s University School of Law in San Antonio in 1991.  After receiving her license to practice law in 1991, Ms. Quirk served as an Assistant City Attorney for the City of San Antonio for almost five years. Since leaving the City to enter private practice, Ms. Quirk has continued her passion for representing municipalities across Texas in a City Attorney, Assistant City Attorney, or Litigation Counsel capacity.  She has previously earned the Texas City Attorney’s Association Merit Certification in Municipal Law and the designation of Local Government Fellow from the International Municipal Lawyers Association.  Ms. Quirk is licensed to practice in the State Courts of Texas, in the United States District Courts for the Eastern, Northern, Southern and Western Districts of Texas, and in the United States Court of Appeals for the Fifth Circuit.
